To ensure security and strict authorization, data submission is restricted to accredited users through two dedicated mobile applications:

• Election Results (VoteTracker): Submitted exclusively by accredited Polling Unit Officers using the secure VTadmin application.
• Incident Reports (VTreport): Submitted exclusively by accredited field agents and observers using the secure VTreport App.

Trust is established through total public auditability. For every polling unit result, VoteTracker publishes a high-resolution photograph of the official, signed result sheet (Form EC8A) alongside the digitized vote counts. Citizens can visually cross-verify the digital totals against the signed physical document. Results cannot be modified post-submission.

Preventing misinformation is a core capability of VTreport. Every report submitted via the VTreport App enters a secure administrative verification queue. Trained administrators verify the incident description, media evidence (photo/video), metadata (geotagged GPS & timestamps), and agent credentials before authorization. Verified reports instantly update on our Live Incident Map.

The platform is engineered to maintain digital evidentiary integrity. Each submitted report forms an encrypted data package containing descriptions, original media files, agent identification, precise timestamps, and geotagged GPS coordinates to establish a strong chain of custody. While this offers valuable data for election observation and legal review, admissibility is always determined by a court of law.

Both the VTadmin app and the VTreport App feature offline-first architecture. Field personnel can input data, attach media, and record location coordinates completely offline. The applications automatically and securely synchronize the stored submissions to central servers as soon as a cellular or internet connection becomes available.
